Captain Paul Allen


Captain Paul Allen, PhD, MBA, BSc, has over 40 years of practical and academic experience in Offshore Engineering, Marine Terminal Operations & Management, International Ship & Port Security (ISPS), Marine Survey & Inspection, Single Point Mooring (SPM) Operation, Maintenance, Inspection & Integrity Evaluation, Offshore Drilling, Marine Operations and Oil/Gas industry Project Development & Implementation.

During his long career life, Captain Allen worked with ODECO Drilling and Reading & Bates as their Offshore Installation & Drilling Manager with their operations extending in the Gulf of Mexico, the Mediterranean Sea, and offshore Sicily and Italy. As a  Certified Driller, part of his responsibilities were overseeing the commissioning, start-up, completion & project management of offshore drilling operations, the commissioning, start-up & delivery of deep-drill semi-submersibles and the refit of drillships. Moreover, he has likewise developed and delivered courses on Offshore Drilling covering various areas such as BOP Control Systems, Well Control Techniques, Subsea Well Control, Blowout Preventers and Subsea BOP Equipments.

Captain Allen’s extensive offshore experience also includes being the Ship Officer (tankers and freighters) for Texaco and Marine Transport Lines, the General Manager for Southern Star Shipping, a Port Captain for Westwind Africa Line’s bulk carriers and tankers, a Shipping Director and Marine Terminal Manager for Flour Mills of Nigeria & Nigerian Pipelines, a Marine Operations Manager for Reefer Express, the Operations Director for Industrial Superintendence Corp, the Port Captain for Hess Oil Virgin Islands Corp, the Chairman/CEO and Project Director for Beta Corp Houston and the Chairman for ABT Management Inc. He was once the Group and Project Director of Fluor Daniel's Ports, Harbours & Marine Terminals Group.  Further, as an international Technical Consultant, part of his specialty area is on Automated Facilities and Offshore Deepwater projects such cryogenic operations (LNG) and marine facilities (FPSO, FSO & semi-submersibles).  

Captain Allen’s experience was not at all confined to the industry alone, as his passion for sharing his knowledge brought him to teaching Nautical Science and Advanced Cargo (Tankers, LNG, Refrigerated, LASH/Seabee, Ro/Ro) as a Professor for the US Merchant Marine Academy and an Adjunct Professor of Maritime Administration & Management for Texas Maritime Academy and Rice University’s Jones Graduate School of Management.

Captain Allen has Bachelor, Master and PhD degrees in Marine Engineering from the University of Houston, USA.  He has the Award of Merit from ASCE, an Outstanding Civil Engineering Achievement Award from ASCE, a Strategic Management Award from Rice University, a Global Project Development & Finance Award from Project Finance and an Outstanding Professional Achievement Award from USMMA. Captain Allen has numerous publications and he is an active member in many engineering and marine professional societies in the USA and abroad.
